Kabarole District Chairperson Hon Richard Rwabuhinga gives accountability for the period, July 2017-June 2018.

The district chairperson Kabarole Hon Richard Rwabuhinga on 22nd December 2018 delivered the district accountability for the 2017/2018 financial year. The accountability was given during  ToroDev’s supported weekly program ‘Orukurato’ that is aired live every Saturday 8-10pm on Hits Fm.

While sharing the achievements, the district chairperson said under the health sector Nyabuswa HC III general maternity ward was constructed and now Staff quarters are under construction.  Nyantabooma health centre II is upgraded to a health centre III status and construction of a maternity ward worth Five Hundred Million shillings (500M) will begin by February 2019 because funds for construction have been approved.

Ruteete HC III will be upgraded to HC IV so that it can receive enough drugs to cater for the big population. Infrastructure development of the facility will cost Seven hundred million shillings (700M) and all required documents have been forwarded to the ministry of health and construction is expected to be done by central government.

We have managed to educate people about Ebola and this has been controlled from spreading to our district.  Health workers in most health centers are doing their roles and responsibilities well after holding meetings with them to encourage them to be committed to their work and I thank CSO’s for the advocacy work especially in the health sector.

Under education sector, our focus has been construction of secondary schools and as we talk we managed to construct Karangura Seed Secondary school in Karangura Sub country and Noble Mayombo Memorial Secondary School in Kijura Town council in that financial year to help our children access secondary education without walking long distances.

We have planned to construct St Paul High school in Kasenda Sub County, this is going to be a big school with eight (8) classrooms, eight (8) Laboratories, One (1) Administrative block and enough latrines. Seventy millions (70M) have been allocated to construct Magunga Primary school in Mugusu Sub County and Eighty millions (80M)   for Kasenda primary school in Kasenda town council. Each school constructed is   provided with Thirty Six (36) desks. Another secondary school will be constructed in  Kichwamba Sub County and all these are planned for next financial year 2019/2020.

We have managed to work on Geme-Saaka road, Kicwamba-Kiburara road, Butebe-Karambi road and Nyabukara-Harugongo road among others.  More efforts will be on improving roads that are impassable especially during rainy season and these include; Kijura road, Kasisi road , Kahangi- Mumbagane road, among others.

More still Money has been allocated for the construction of Karangura Sub county head quarters in Karangura Sub County at a cost of One hundred million shillings (100M), Bukuku Sub County headquarters in Bukuuku Sub County at a cost of One hundred forty seven million shillings (147M) and Harugongo Sub County headquarters in Harugongo Sub County at a cost of Forty Million shillings (40M)

We shall also work on Wamikira- Kijenga to Nyantabooma Bridge which will cost seventy five Million shillings (75M) and we shall commission this bridge officially within January 2019.  Nyakasura-Kalyango bridge , Mpanga – Kazinga bridge  will cost Seventy Million shillings (70M) .  As a district we shall look for money to work on Nyamuhirwa and Makerra bridges. We have already finished one bridge in Mugusu Sub County that connects Kiboha to Kabahango areas.

We have passed thirty two (32) groups of women and forty two (42) youths who will benefit from   different programs like Woman Entrepreneurship Program (WEP) and Youth Livelihood Program.  Women groups will get a total of Two hundred and twenty two million shillings (222M) and the Youths will get Four hundred and fifty million shillings (450M). This money is not yet on our account but immediately we get it we shall disburse it to their accounts for them to implement their planned projects.

Hon Rwabuhinga said despite the achievements there have been challenges in all sectors of service delivery for example misuse of Youth funds, understaffing especially in health centers and schools, increased drop out, absenteeism of pupils and teachers under the education sector, etc. much as these challenges have been there, we have tried to extend services to our people as we continue addressing these challenges as a district in partnership with other development partners.

Callers were not given chance to share their concerns with the district leader due to limited time for the program.
