OpenData4Gov: Supporting Citizens to Use Open Data for Covid-19 Response & General Elections Accountability in Uganda (September 2019 – August 2021)

Objective:

This project aimed to empower citizens to utilize open data for monitoring and responding to the COVID-19 pandemic and ensuring accountability during general elections in Uganda. The initiative sought to increase transparency and public engagement through the use of digital tools and open data platforms.

Overview:

Funded by SIDA (The Swedish International Development Cooperation Agency) and managed by CIPESA under the ICT4Democracy Network for East Africa, this project was a timely response to the dual challenges of the COVID-19 pandemic and the 2021 general elections in Uganda. By providing citizens with access to critical data and tools, the project enhanced public oversight and accountability during a period of significant uncertainty.

Key Activities:

  • Open Data Platform Development: Creating and maintaining an open data portal where citizens could access information related to COVID-19 and election processes.
  • Capacity Building: Training citizens, civil society organizations, and journalists on how to use open data for advocacy and accountability.
  • Public Awareness Campaigns: Conducting outreach activities to inform the public about the importance of open data in governance and public health.

Impact:

The project successfully increased citizen engagement in governance and public health during the COVID-19 crisis and the 2021 elections. The open data platform became a vital resource for civil society and media, contributing to greater transparency and accountability in government actions. The project also set a precedent for the use of open data in future public health emergencies and electoral processes.
