Rural monitors continue to advocate for better service delivery

Advocacy forums that were formed by the 120 rural monitors
who were trained by ToroDev since August 2012 in online advocacy, monitoring
service delivery using on line social media/ICT tools like Ushahidi plat form
for online documentation, visualization and mapping have continued to advocate for
better services, through monitoring service delivery in their Sub Counties and
demanding for public accountability from the local leaders.

Rural monitors of Kyakaigo
Village in Harugongo Sub County, Kabarole District demonstrated over the poor
state of the roads that were paralyzing business in the area, which called for
the leaders’ intervention. “We demonstrated over the poor roads in the Sub
County that were destroyed by the heavy trucks that carry pozolana stones and
the delayed constructions even after the release of the funds. We are now happy
that the ministry of local government as on 6th June 2014 ran an
advert in the news papers and on radio, calling for tenders to apply. Some of
the roads to be worked on include Kitarasa, Kiburara, Nyabukara, Harugongo,
Rwengoma – Mbuzi – Saka- Buhara, among others”, said Gilbert Rwaheru,
the Chairperson of Kicwamba Forum for Development and Service Delivery in
Kicwamba Sub County, Kabarole District.

Members of Bufunjo
People’s Forum in Bufunjo Sub County, Kyenjojo District have taken a lead in
mobilizing the local citizens and the local leaders to improve the status of
Bufunjo Seed Secondary School. “Bufunjo Seed Secondary School urgently needs
administration offices, a laboratory and an examination hall. As a forum, we
held a meeting with the parents and two committees were elected to support the
mobilization of funds. We are also preparing for a fundraising, and we hope to
improve the status of the school”, said Tibeeha John Bosco, the secretary of
Bufunjo People’s Forum in Bufunjo Sub County in Kyenjojo District.

 

Meanwhile, rural monitors
of Bufunjo People’s Forum have also been monitoring and following up the issue
of Kataraza Health Center II. “We are happy that the long fought task of
Kataraza Health Center II has at last been accomplished. The health center was
officially opened on 13th June 2014 by the State Minister for Health
Dr. Ruhakana Rugunda, and the State Minister for Luweero Triangle Hon Ndoboli
Sarah Kataike. Kataraza Health Center II is now the second health facility in
the entire Sub County to Bufunjo Health Center III. However, facilities are
still inadequate to serve the big population that is projected to hold 50,000
people, but as rural monitors, we shall still advocate to see that this health
center is well equipped”, said Tumwesigye Andrew, the Chair Person of Bufunjo
People’s Forum in Bufunjo Sub County in Kyenjojo District.
The advocacy forums are supported by SIDA/CIPESA on a project aimed at using appropriate ICT tools to promote democratic engagement in the Rwenzori Region, Western Uganda.
