B. ToroDev’s Projects (On-going & Completed)

Below are some key project partnerships that ToroDev has been involved in over the last period of ten (10) years:

October 2023 – September 2025: DataCities – Supporting Practical and Resilient Data Systems in Uganda’s New Cities. First phase project implementation in the 8 year program of the DataCities Consortium comprising ToroDev, Sunbird AI and UN Global Pulse Lab Kampala. This program is funded by the Hewlett Foundation, USA with technical collaboration of Ministry of Local Government and Ministry of ICT in Uganda.

June 2023 – February 2024: Research on the Impact of the Digitalization Legal Framework on Uganda’s Inclusive Development. Project funded by GIZ, EU.

May 2022 – August 2023: Conducting a Baseline Study on Urban Data Governance in Uganda’s New Cities. A research project in collaboration with Ministry of Local Government and UBOS (National Statistical Office) in Uganda’s 10 new cities. Project funded by the Hewlett Foundation, USA.

September 2019 – August 2021: OpenData4Gov: Supporting Citizens to use Open Data for Covid-19 Response & General Elections Accountability in Uganda. ICT4Democracy Network for East Africa; funded by SIDA-The Swedish International Development Cooperation Agency & Managed by CIPESA.

January 2014 – August 2019:  ICT4Public Accountability for Improved service Delivery in Western Uganda. ICT4Democracy Network for East Africa; funded by SIDA-The Swedish International Development Cooperation Agency & Managed by CIPESA.

October 2013 – Sept 2019:  Improving Social Accountability in Western Uganda. This project is funded by the National Endowment for Democracy – NED, USA to use traditional and modern ICT tools to amplify the voices of the voiceless local citizens and engage with their leaders for improved service delivery in 7 district of the Rwenzori region, Western Uganda

October 2016 – September 2017: PEPFAR Project on Assessment, Design and Development of a Decision Support Tool (DST) for Prevention & Management of HIV/AIDS in Uganda. DREAMS Innovative Challenge Project – Managed by AidData/College of William & Mary, Virginia USA.

July 2012 – June 2014; April 2016 – March 2018: Converging ICT Tools to Promote Public Accountability & Democratic Engagement (MML eParticipation System), inclusive budgeting for Improved Service Delivery in Uganda & Kenya. Project is supported by the Swedish Program for ICT in Developing Regions/SPIDER at Stockholm University and ICT4Democracy in East Africa with funding from SIDA.

October 2012 – Sept 2013: Democratic Engagement through Radio as a Hub for Improving Service Delivery in the Rwenzori Region, Western Uganda. This project is funded by the National Endowment for Democracy – NED to build local citizens’ advocacy forums and use of ICT tools by the local citizens and engage with their leaders for improved service delivery in 7 district of the Rwenzori region, Western Uganda.

October 2011 – Sept 2012: Improving Local Governance through ICTs for Citizens’ Democratic Engagement with Leaders in Western Uganda. Project was supported by the National Endowment for Democracy – NED.

July 2010 – September 2013: Promoting Strategic Community Broadcasting for Innovation & Entrepreneurship Development in the Rwenzori Region, Western Uganda. This project was supported by Stem van Africa, Netherlands.
